It is the other way around. It is so starved of new contents that the fanbase took matter into their hand and create the contents themselves.

Mostly irrelevant as long as it does its job of presenting the content to the audience. Good animation has never been the determining factor of anime being good, and if it's been for you then you picked the wrong medium because Japanese animation is varying degrees of objectively awful by modern standards.

Depends what you're looking for. Despite what some autists try to force here KF is yet another waifufest without much deeper meaning (it has some but it's not the focus) behind it other than pandering to sex and relationship-starved manchildren. But it's possibly the best waifufest we've ever gotten, and why that is exactly I won't bother writing - just watch the anime and experience it for yourself.
