I understand that there are a lot of peaceful applications for such a quirk. I am talking about situation when a person is hero academia applicant.
Think about it, most of 1-A and 1-B students are there for fame, money and ego-boost. Imagine a person who exceled on the exam and turned down because there is no way he could use his quirk non-lethally. To make things worse, they are ok with quirkless students. I bet they would be pretty desperate, enrage and pissed off.

There is also the fact that a lot of the things they fight in the school are robots, so having a quirk that kills people would be pretty useless as well as an ethical nightmare.
You would also need to be able to trust that the student doesn't go on a murderous rampage, or even just slips up and accidentally kills a student.
The amount of ways this can fuck up massively outweighs the ability to instantly put down enemies, which 9/10 times would be a massive ethical issue and would probably get the user thrown in jail, even if it's against a villain. A quirkless student would be a better hero than him.

Not really no. He failed because a consequence of his Quirk is it's 100% useless in taking down against robots, which is the main objective of the Entrance Exam.

I think the first thing we have to consider is how the Quirk occurs in the first place. How does the Quirk kill its target? Cell growth is stopped? Does it only work on biological targets? etc.

I mean when you think about it, Shigaraki's Quirk is lethal, but there are some useful applications for it. The same goes for Overhaul.

You could help them to control their quirk with a professional that knows about these sort of quirks, but as I imagine most quirks are quite personal in how someone learns to control them, it would be quite hard to them to truly help; not to mention nearly impossible to actually practice without animals to murder or something like that.

The only best case scenario I can think of is that the person learns to not kill people by touching them and lives their life as a quirkless person, hopefully not losing control of themselves and ruining their life forever. It's quite tragic to imagine how someone would have to deal with such a limiting quirk like that.

Debatable. Those giant 0-point robots are 5% of the budget each, so it could be takes as reference. Obviously business course doesn't take anything at all, since all they get is normal classes. General may have some usage of training grounds, but none of the kids there got really strong quirks to damage anything. But then there's support study, and that probably costs close if not more than hero course, since they require workshops, tools, tech, and so on.

I know, I'm not actually complaining since Hori already touches on these topics a bit. Twice's chapter had an amazing tone shift even though it was so short. Todoroki's situation as a bred kid is also rather grim and probably not so uncommon in MHA if you think about it, for example. In the current arc we have the whole deal with Eri and whatever Overhaul has been using her for.

I understand that these kinds things are very likely never going to be the main focus because this is Deku's story and I'm okay with that, but it's also a shame because there's a lot of potential here.

That would be a more extreme version of Shinso, and yeah, there seems to be no way for society to correctly "use" that people. Also, you would have to add in the trauma of the quirk discovery. There's no sensor or anything that tells them how a quirk works, they just wait for the kids to manifest it and handle it the best they can, so if the kid knows about his quirk is because he killed someone. Shigaraki is implied to have killed his father like that.

The only kinda benevolent use for that quirk that I can think of is painless executions for criminals in the death row.
