It's well animated (motion is nice and dynamic) but poorly drawn (Which was a stylistic choice so that's debatable) so it really depends on what you mean by "animated"

I dont know if it counts as animation but Fate UBW and Zero had movie quality special effects

Nah. The 2010s have been great for TV anime in terms of having standout projects. Only the likes of Nichijou, Space Dandy, and One Punch Man can compete and they're all made in this decade.
