Because studios rarely pick up shows that aren't guaranteed to turn a profit. An adaptation of a manga series popular enough to warrant an adaptation already has a fanbase.

Creating anime requires money, much more than publishing a manga or LN. Most chinese cartoons are just advertisements for source material and merch that already looks somewhat promising.
If you're making an original anime, you and your investors are betting quite a lot of money on an unproven idea without any existing fanbase or recognition, making it a high risk. It's much safer to start with some cheaper medium.

The advantage anime originals have is the ability to tell whole story with a proper pacing, since they don't have to deal with indefinite series length like manga and LNs. If CG or Madoka started as manga, they would probably be dragged into oblivion, completely ruining the story. But since otaku care more about cute girls than quality of writing, it's just a nice side effect, not a main reason to animate original stories.
