That's a very difficult question because you could argue that the "filler" is required to build up your happy points so that it will be more devastating when it all comes tumbling down later.

There is one episode that stands out to me as non-essential/skippable however, and that would be this episode in sharp.

I agree with this. The relationships that the characters build is what makes the payoff at the end of dokkaan so good, not just betweeen the Ojamajos, but between classmates, teachers, parents etc., and every episode contributes to that at least some. Skipping episodes is just robbing yourself of the best ending ever.
