I've always thought that the authors of these series are just following the easiest, most tried-and-tested way to put a lot of lewdness in their series without turning it into an actual hentai.

So basically in order to put a lot of lewdness in it, they make one side very seductive. And in order to make no actual sex happen, they make the other side extremely resisting.

That's apparently the only way they can think of to make a lewd series run for so long without applying the R-18 label to it. Remember that R-18 means that the series cannot get serialized and sold in the same magazines and on the same shelves, it automatically chops the audience down to a small fraction, and likely eliminates the series potential for getting a non-hentai anime adaptation.

Also, one catch here is about the assigned gender roles. If you make the seductive/invasive side the guy, and the resisting one the girl, you'll basically get a giant crowd of people screaming "sexual harassment / abuse / whatever". So the author goes with the other option that doesn't have the lion's share of negative moral perceptions.

Hence why harem leads are almost universally stuck in the position of being the guy who is never willing to have sex.
