I watched Index anime season 1 on and off starting from episode 2, but didn't really get it and forgot about it.
I watched Railgun anime season 1 because people were saying it was better than Index. I couldn't really get into the JCs hanging out stuff, but I liked Kiyama-sensei, Frog Doc, Academy City's darkness, and how good a girl Kongou was in the final battle, so I started reading the Railgun manga from Vol. 4 on.

I tried reading the Index LNs starting with NT1 and liked it.
I rewatched both seasons of the anime while reading the LNs from OT1 and finally realized Kamijou was hiding his amnesia. (I really thought he had recovered his memories with Imagine Breaker)
I take a day off work every time a new volume comes out and NT1 is still my favorite. After that, my favorites are NT12 and NT17.

I like how crazy everything has been since NT started, but (with the exception of NT4 and 9) I feel like HO(6+), ZW, and BS are better.

I also didn't really like Russia, although Vol. 20 was good.
Even setting aside that a lack of surprises is the easy path to popularity, I think I didn't like that the 3 MCs never met up.
I laughed when they did end up doing so once NT started.
But looking back, it was all pretty meaningless.

Just about every volume Hamazura is in Accel is in as well. The only ones where this isn't the case I can recall are NT10 with only Accel and NT12 with only Hamazura. And while Hamazura's part in NT7 was a little bigger than Accel's Accelerator's part in NT5-6 was bigger.

I don't think lasting consequences are the decisive factor for how perfect a character is (not that I think they're irrelevant). Things like personality, standing within the universe, abilities etc all play an equally strong part.

This series especially tends to avoid those kinds of things anyway. Even the major villains and their poetic justice punishments end up living happier lives regardless (I mean Othinus will have to live through Touma's death, but that has yet to pass).

Though if you think about it, WW3 leading into Gremlin leading into Magic Gods leading into Kamisato leading into whatever NT18 is has been a result of Touma disregarding the bigger picture in order to focus on an immediate problem. So you could consider that an ongoing consequence of his actions.

There are some hints that we might get a new Index season announced soon, among them an official statement asking fans to "wait a little longer" that can be interpreted as confirmation that it's definitely happening at some point.
Railgun is getting "various projects" for its anniversary this month, but it's unlikely any of them are anime. The general assumption is that we'd have to get Index before Railgun because the previous seasons followed that pattern.
Accel may or may not happen whenever they feel like it, but it probably isn't a priority after all these years of people asking for the other two.
