The whole thing got kicked off because he was forcing people to come up to the surface just to see what would happen. The main reason Viral fought Simon before he went to jail was because not everyone wanted to come up there and Rossiu wasn't giving them a choice.


Not to mention that withe the exception of Gurren Lagann, he had the rest of the Brigade's mechs dismantled without checking with any of them. The Grapearls were all weaker than the Gunmen with the exception of the twins and their units.
