Hearing another voice for a character will then feel like its not that character anymore. Voice acting would definitely play a part in it regardless, in the west, people don't really train specifically to become VA's for animated works, they're usually just actors who have gotten drawn in to those kinds of roles until they become regulars.

Japs might finish an episode days before release but the dubbers have from episode release to simuldub release to get voice actors, direct, and edit it in time. Space dandy is a rare exception of a simuldub because the show was dubbed early and even came out on adult swim before the subs came out.
