Gilda only asks if they should free the kids from the other plants as well. They never actually show what Emma answers as she tells Gilda to get Phil.
Isabella brought a suitcase like device with her (as we see last chapter). It was a transceiver. Emma closed the keyhole to the basement with glue, so Isabella has to use this device instead then the transceiver in the basement. Isabella's thoughts: That was such a waste of time. (refering to getting the suitcase and running around with it instead of just being able to use the basement.)
Mama uses the transceiver in the basement to report the escape. An alarm sound echos through the entire facility.
Demon: Except the Special ones, I don't care who you kill. Seize 'em immediately.

Demons and Mamas will be forced to deal with the fires without raising any suspicions among other orphanages.This will cause a division in their numbers, where quite a few will have to take care of the fires and the children while others hound Emma and the rest.

Or that was the plan, I think.

Their plan was to cause fires in other plantations to keep the demons busy. But the new "kill at discretion everyone but Emma and Ray" makes it obvious they're gonna have to fight their way through the demons. And nobody other than Emma and Ray has plot armor.

The amout of focus Norman got during this arc plus his (obviously temporary) disappearance makes me worried that his role is to just make Emma grow. She's doing good and I appreciate her character growth but I don't want him to be just that.
I like his love for her, it makes him feel human but I'd like for him to have a goal or something that doesn't involve her or her own goals in the future.

Atop the wall, Ray has noticed that those four years old and younger are not present.
Flashback to one month ago. Don and Gilda report to Emma that those who are at least five years of age have been drawn into their plot.
When asked what should be done about those who remain, Emma, naturally, wishes for them to escape with everyone.
However, Gilda has a negative outlook about this as she says that the circumstances are different from what they previously believed, and she also asks if “everyone” includes the children from the other plants. After some troubled thought, Emma asks for Phil to be brought to her.
When he arrives, she explains the circumstances of the situation to him.
Phil: “Ah... so that’s what’s going on.”
From observing the state that everyone has been in recently, Phil had come to the realization that somehow, something terrible was going on.
Emma opens up to Phil about being lost as to whether to bring everyone with them in the escape, or to leave behind those who are younger than four years old. She explains that even if all of the older kids are gone, they estimate that the younger kids will have at least two years before their shipment is set.
Phil chooses to stay there and wait obediently for their return.
Standing atop the wall, Emma swears that they will return within the space of that two years to rescue the children from all the plants.
Phil leads Mama into the forest, where all the younger children had been evacuated. Mama sees nothing suspicious about the crying children who remain, and quickly grasps that only those who are over five years old have gone with the escape.
She reports the escape using the radio that she extracted from the basement, and alarms go off throughout the entire facility.
Demon: “You can kill any child that isn’t exceptional. If they show themselves, capture them immediately.”
