Yes. In my opinion, it mostly depends on the context, timing, genre, and subtlety.

Think about the difference between a "blink-and-you'll-miss-it" nip slip and the limbo scene from Musaigen no Phantom World. One is subtle but tasteful in a way that's a treat to the viewer, and the other is over-the-top and directly in the viewer's face. You could say the same for other obvious examples such as Kill La Kill, PS&G, HSotD (I admit that the boob bullet scene did give me a chuckle) and Keijo!!!!!, but the shows themselves are well-aware that nothing's meant to be taken at face value.

Don't get me wrong, fanservice as a whole doesn't bother me (although I draw the line at loli/shota shit); however, there's taste that's a reward, and there's shoving it down viewer's throats.
