Its definitely streaks. First of all, even in anime, there is no instance of a highlight being a solid white zigzag that doesn't move or change in different lighting. Secondly, the highlight of Hiei's hair is clearly that dark blue color which means yes, the white is something completely different.

Also I just realized that wasn't a good example of his hair because someone fucked up when they were coloring his bangs. Wrongly colored cels happened a lot back in the day, forgive me.

still holds up compared to others. not perfect, but many shonen can measure up to this one.
