I hate fantasy anime.

The Heroes always dress like massive chunni that have no idea wtf they're doing.

It only makes things worse when the average person is dressed appropriately for the setting.

For example in OPs pic the women in the street are all wearing something on their heads to cover their hair and are all wearing long dresses that are quite modest and hide their legs and arms.

Then out of nowhere is some autistic woman running on the bridge wearing what is skimpy by even the standards of today and we're supposed to accept that no one stares at her?

The other women are farm women. Nina is a bounty hunter.
Adventurers have odd outfits and odd equipment. It's pretty much their thing. Adventurers aren't the only major characters though.
Jeanne for instance, dresses like the people in the streets. As does plenty of others.

Boring. If I wanted realism I wouldn't be watching fiction.

That's not a good excuse. Just because your profession is different doesn't mean you dress like a 15 year old girl hundreds of years later.

Miniskirts did not become a thing until the 1960s. Dressing differently does not account for the fact that the types of clothing adventurers wear in these shows is constantly missing the fashion mark by hundreds of years.

Assuming that the society in the show had invented mini skirts, mid drift tops and given up covering the hair for religious reasons then it makes no sense for even farm women to dress like they're completely ignorant of the latest fashion trends.

Hair wasn't just covered up for religious reasons. If anything it was practical purposes and then religion and cultural drama got spun around it over time.

Profession is indeed an excuse for fashion. One profession has no reason to take after what's practical within another profession if it does not apply to itself, and if that profession isn't looked up to or revered then there is zero reason to take after it for superficial purposes either.

It's a world where not everyone are quite so modest. And they know it. But they essentially live in different cultures and "worlds" either so.
Those farm women wouldn't want to look like adventurers and bounty hunters either way since it's strongly associated with poor wealth, lack of responsibility, and even desperation.
They may look up to royalty, but they lack their wealth.
And by the end of the day they wouldn't want to step outside of their role, because their role is what is working for them either way so most don't cross the boundaries too much towards either direction.

Seriously. Is your idea that just because one group of people dress a certain way then everyone would want to do so? What makes you think the women in the streets even want to wear miniskirts? And at the same time, our main character here doesn't really want to dress like the women in the streets either.
And finally. With all that said, even disregarding the above. Do you have no sense of suspension of disbelief whatsoever?
