I'm not sure exactly what you mean, but it should be common sense that there are far more English speakers in the US than French speakers in France.

I took a class in Gender and Literature last semester and it was pretty interesting. The professor made the argument that it's not cis white males oppressing everyone, but the social systems that benefit cis white males. And because humans are slaves to tradition we can't (or rather we refuse to) dramatically alter those social systems to set things right, and not even cis white males truly control those systems any more.

Yes, it's a dumb question. The factors against them having so many translations should be obvious to anyone. They do have so many translations, and I've acknowledged that's because of their disproportionately larger interest in manga, but it is an unusual outcome, not the default. That's why treating it as self-evident that France would have so many translations is silly.

U.S.A. still thinks of comics as either newspaper comics or capeshit. Nowadays there is a third category, manga, which most people consider either Naruto or porn (or both). If it isn't a cheesy daily comic, isn't capeshit, or isn't shonen, then nobody is going to buy it simply because the audience isn't looking at comics for that sort of thing, and the audience looking at comics aren't interested in it.

France has had a long history of comics for audiences of a wide variety of ages, and so when there is a manga about parenting or economics, then it can find its audience.

You also aren't going to shock the French catatonic by showing a nipple or implying that 16-year-olds kiss.
