They have to stretch out the time so that it feels realistic for the characters from U7 to get a big power-boost before the tournament from training. Even though the in-universe time is 40 hours, if it takes 12 weeks in real life time people will feel that the power boosts are justified because it will feel longer from our perspective.

Repeat these fucking cycles enough times over many millions of years and the vast differential in the amount of time it takes for civilizations to eventuate vs how long it takes Beerus and/or Buu to blow them up and yes it fucking can happen. Frieza was really just the last nail in the coffin.

Nah, he's gonna fight. I've figured out basics of how Universe 7s tournament strategy is going to play out.

The basic strategy will be that Goku and Vegeta will take on the really strong opponents while everyone else takes out all the weaker enemies so they can't get in the way of their big hitters while also scoring some ring outs on some of the stronger enemies by taking them by surprise and knocking them out of bounds or ganging up on them.

In the end, All of the U7 fighters will get a chance to fight, they'll just be picking opponent's who are relatively close to their strength level or taking somewhat stronger enemies by surprise with special techniques and sneak attacks.

I mean it's not like every other universe is going to be bringing 10 god-level fighters to the tournament. Each universe will probably have 1 or 2 at the most, hell, some of the universes might not even have a god level fighter at all.

Also, they're clearly putting 12 episodes before the tournament so they can sneak in some quick training arcs and explain everyone getting a power boost when everything kicks off.

Nowadays it's not really considered appropriate any more. That's why Super is so kid friendly with it's violence, no blood, no bones breaking, no blood curdling screams of pain.
