I think the reason why people don't think it will be Pedro is that he seems to have no personality. If they wanted someone like that they could just get Marco who will join them in Wano. I loved Arlong Park but thought the series was pretty mediocre aside from that until Skypiea.

Personally, I thought Alabasta was pretty shitty and I still don't like Vivi at all. Alabasta was admittedly better in the manga (which I read later) but it still just didn't seem like a good arc to me.

This is false. Most people who think Jinbe or Carrot will join don't think it because they want them to, they think it because of how much they fit into the crew, unlike characters like Pedro and Monet, who don't fit at all and bring nothing to table and don't have the tiniest shred of evidence on their side. They do both have pretty big problems, though.

Jinbe's problem is: he doesn't actually fit into the crew. Jinbe is too serious and experienced and it's very difficult for a lot of people to picture him gallivanting with the Straw Hats. He fits perfectly as an ally, someone with all of these ties and know-how, which he can still be without being a crew mate. Oda has also laid it on very, very thick that he's joining, yet he still hasn't actually joined. Oda has gone to some length to keep him from sealing the deal, which - storytelling 101 tells you - means he's not, and the reason why just hasn't happened yet. Other than his close relationship with Luffy and the fact that everyone has stated they want him to join (including himself), the series itself has painted a much different picture. I think more than anything, though, people just want the speculation to end. Even people who hate Jinbe want him to join at this point, because they're tired of being lead on. The Straw Hats don't have a helmsman, he is approximately the right power level, and everyone else has a gonk commander so why not Luffy? Can't imagine what his color will be, though.

Carrot's biggest problem: who the fuck is she? Oda intentionally kept her in the background of Zou. Some people didn't think she'd be on the Sunny; they thought that was some Kubo tier meme shit. Yet, it happened. For some reason. And that's the biggest thing she has going for her: she has no reason to be here, yet she is. She also is approximately what would fill the final spot in terms of strength and she's reaching Franky/Brook levels of collecting gags. Essentially, she is the exact opposite of Jinbe in terms of relevancy and transparency, which is funny 'cause their races are also opposites and they'd be filling opposing sides of the Straw Hats power hierarchy (Jinbe between Monster and Middle, Carrot between Middle and Weakling). Besides helmsman, the only position in a pirate crew thus far mentioned that the Straw Hats lack is a cabin boy/apprentice, which Luffy's idol was to his other idol, so it makes sense that he'd want one, too. Coincidentally(?) Carrot's masters were also apprentices for Gold Roger, which fits a Straw Hat theme of the people who join being the students or outcast associates of the people the Straw Hats want to join or who have direct connections to pre-established characters of importance. Carrot also fits this position perfectly because she literally knows nothing outside Zou, but is eager to learn. It's also convenient that she's one of the very few Minks who aren't hardcore diurnal/nocturnal, she's the only Mink fighter who didn't wear the same outfit as everyone else in their flashbacks, and she immediately picked up on one of the gags that fans had predicted the cabin boy would: treating the Weakling Trio as their superiors, even though they're actually weaker than them, which we see (and honestly came out of nowhere) with Chopper.

People complain she has a sad backstory, but all they have to do is wait for Kaidou to find Zou, which is almost guaranteed to happen (how Jack found them mystery), and what better way to hype up Kaidou than to show him succeeding where his underling failed? As a sidenote, I also don't know what her color would be.


Now compare this to why people think characters like Pedro or Monet would join. There's a very big difference. I'm not saying either of them will, but I really doubt Luffy isn't going to fulfill his 10 nakama declaration which Oda has highlighted with chapter titles, and I also really doubt he's taking down a Yonkou without his full crew.

I think he'll only win by claiming he has 80,000 followers, which Van Augur believes and tries to run, but Usopp finishes him off, only to fall unconscious into the arms of the actual 80,000 Straw Hat followers they've made throughout the story who showed up to save them.

But yeah the biggest beef I have with her is that her call for adventure and core motivation are rather lazy. "For the lulz" can be a good motivation, I'm not denying that. But she just doesn't have enough personality to pull that off convincingly. It looks to me like Oda was going for a female version of Luffy, but the thing is she's not whimsical enoug to make it work, and her taste for adventure is soso. He did nail the puer aeterna part though.
