Reviving old favourites is the current trend. Remember that anime is funded by investors with their portfolos, and right now the times are tough. Funding old IPs is less profitable than new IPs, but it is lower risk. And investors love lowering risk when times are tough.

I'd rather a third Oshii GITS film. Especially if it's weird and alienating and everyone hates it.

SAC is very different to the movie. The Major is a lot more light hearted and talkative, and Aramaki gets a lot more focus. Also Togusa serves as the viewpoint character almost as much as the Major since he's the vessel for exposition, being the new guy.

Two volumes. I don't remember the length but the ones I had were A4 format with around 200 pages I think. There's also Manmachine Interface that looks like it's supposed to be a sequel, but the start was so different that I couldn't get into it.
