Depends on the particular work. They are just media but have the potential to be considered art just like anything else. For most anime and manga the answer is simple: Hell no.

anime can be creative, it is somebody's work and it has enough cultural significance to be associated with a particular country or group of people.
So according to your definition some animes could be considered art

Yeah, but the term is pretty meaningless. Basically I take anime seriously as something worth studying, something more than just entertainment.
