Let me explain why. Tow Ubutaka does not know how to write characters or narratives. Nor did he understand what made Ghost in the Shell, both Stand Alone or the original film work.

See, Ghost in the Shell generally has a particular formula with its characters. While the Major is the MC, Batou or Togusa work as the auidence's surrogate. Motoko is not a character who can be empathised with by anyone currently living. The reason being that she is an enigma and we are only given glimpses of what makes her tick.

Togusa and Batou ultimately have more empathisable traits and are written as being more human. Batou is an incredibly expressive indivdual and Togusa is written as a normal guy who just happens to be mixed up in all the crazy stuff that Section 9 does.

Also the Major was really poorly written. Certainly, she was truer to her manga portrayal than of the other series, but Ubutaka flip-floped on whether she was 'inexperienced' or whether or not she being 'held down' by the system.

What didn't help is that Section 9 guys became almost completely redundant as the Major seemingly could solve any problem that they came across on her lonesome. Because, although SAC Motoko was written as being 'better' than everyone else, the writers showed that even she could make mistakes which is why she needed her team, so that her helplessness did not equal her death.
