Heck, forget the crossovers, so far, they haven't even confirmed any event or gacha-only characters at all, only the ones that appeared in the main story.

Nah, they were from events, so they can only be gotten during the event. They've rerun the event once already though, IIRC, so it's possible they'll do it again eventually.
