Aesthetics and an overall better character happened. Part 4 Jotaro is one of my favorite characters in the series. Love his design and his general temperament and skills make him better suited for a mentor type character.

Araki's character design became much more fabulous. (Seriously, look at Rohan and Giorno.) The male characters became more feminized as the manga has gone on. You could put most of Part 5's main cast in dresses and they'd pass for women.

Part 9 looks good overall and the only thing that needs improvement is changing up the faces between male characters some.

Those guys still look fairly masculine, just less hulkish like in early parts. It makes them look a little more realistically human.
