Not everybody has the physical or mental fortitude to go through with it. The Hunters passed a grueling exam in order to be able to be considered to learn nen, and the qualifications to even be able to do so means you're at the bottom rank anyway like where Gon and Killua start out.

It's also part of the basis of battle series and wuxia in general, where it's special because it's special people doing it, not just anyone.

What I don't get is that we see a bunch of people at Heavens Arena using it, the whole phantom troupe uses it, and yet there's only 661 licensed hunters. You have 10 year olds like Zushi being taught it and he hasn't passed the hunter exam. I don't see what's stopping the entire phantom troupe from just creating their own army of people who train in nen

Or that aptitude to use nen varies from person to person. And unless you are an enhancer, your physical stats don't immediately become superhuman unless you are naturally gifted.

3. Not everyone who opens their pores who survives learn how to manipulate it in any practical form
4. Not everyone who can manipulate their nen gets a nen ability.
