Naito's path is pretty interesting. He was originally planned to be NJPW's top guy after Tanahashi, but people hated him because he was boring. When he and Okada fought for NJPW's top title, there was a fanvote to decide what would be the main event and the fans voted in another match with a secondary belt on the line over Naito's with the main belt on the line. That's how much he was disliked.

Afterwards, Naito went to Mexico and joined a heel stable there and came back to Japan with a new gimmick of "not giving a fuck" that he learned from Mexico and now incorporates much of what he learned there. Naito became a top draw after his career renaissacne, though Okada ended up taking the spot that was meant for Naito.

No, in Japan the majority of wrestlers are mostly Fair Play babyfaces it's just a few are heels or "garbage" wrestlers who want to break the rules or at least fight more aggressively. Most foreign "talent" start off as that.
