"Sakuga" doesn't mean "good animation", though. It mean sequences where there's a lot of fucking animation, which says nothing about how well those sequences are pulled off.

There are sakuga sequences which look like fucking dogshit because the choreography is awful, the shot composition is awkward, or it just looks comically off-model (which might work in a comedy anime like Konosuba, but not in a "serious" action sequence or dramatic scene). Look at any of those infamous Naruto fight scenes where the characters look like fucking squashed potatoes.

To say an anime is "well-animated" is fucking vague and useless since people seem to think animation is the same as artstyle or coloring.

The TV series had its moments and Rebellion has quite a lot of sakuga in it, but I agree that it doesn't belong on this list (as much as I do love it).
That said, that's one of the flaws of trying to separate animation from art style. Something can be exceptionally well-animated and still look like shit overall (like some of the Naruto webms posted here, for example) or it can be shittily animated and still look good overall (the Lodoss OVAs are a good example of this). It's understandable that the debate tends to focus just on sakuga and not style because style is subjective whereas sakuga is more or less objective (frankly though, I've never actually seen serious discussion of animation here, i.e. whether a piece conveys motion well, techniques used, etc). But just like any other art, trying to judge it solely by what is easily quantifiable just won't work in the real world.
That's why people think stuff like F/Z was well animated, and then come here and get called retarded. Because in the end what's important to the viewer is the overall experience, and F/Z does look great, so people who are not aware of the jargon separating art style from fluidity naively call it "good animation". And in a sense, they're more correct than a lot of posters here are.
