Not saying Conan wouldn't be faster or better at solving the case, but L did figure out what Kira was. The issue was having the evidence to apprehend him and follow due-process correctly.

This. We're more than 800 episodes in and we still haven't even come close to seeing a conclusion for the Black Organization case.
L at least came close to catching Light. He all but figured out it was him, but he didn't have evidence.

Because of Knox's 7th. The detective himself must not commit the crime. This is present in most mystery stories and that's why the "detective" will never get suspected.
