You don't even need to refer to 0 here, her route ends with her confessing to Okabe. That alone means that those feelings were there. For most of the story Mayuri just doesn't feel worthy of the guy and lamented her uselessless, 0 just expanded on that really.

Maho is best girl though.

In 0's True Ending, he considers both Kurisu & Mayuri "Orihimes" to his "Hikoboshi", for what it's worth. You get people saying that she's "his Orihime in a non-romantic manner" which literally makes no sense given what the story of Tanabata is all about.
