Valkyrie Drive started out looking like a promising well-rounded show that delivers on every front, but it turned into a huge mess after three episodes. It felt like they pussied out and changed plans at the last minute, possibly after in-fighting.

No, they just need to follow the rules of good storytelling. When these all-girl cast shows fall on their faces, it tends to be on account of just plain ol' bad writing, same as the bottomless pit of failed haremshit (albeit without the Gary Stu protagonist). The characters aren't as memorable and well-handled as they need to be as the big draws, the setting is underdeveloped, the mysteries are fumbled incompetently, and the march of the plot is uninspired. A good show needs to be a GOOD SHOW, regardless of the genre. There is no magic trope which determines whether it'll work.

My prediction for the plot: The show is going to be Lucifer and Leviathan running from/fighting the forces of heaven, with Maria (who's gotten in trouble for helping them, or possibly just being seen with them) as a tag-along. My very poor interpretation based on google translate is that it goes like this:
Ep 1: Lucifer falls from heaven and crashes on Earth, meets Maria, but then falls through the Earth down to hell and meets Leviathan.
Ep 2: Something about Leviathan developing a crush on Lucifer and being jealous (since she represents envy) of Lucifer spending time with Maria and probably some other stuff, I'm not sure.
Ep 3: They go to the beach for some reason where Asmodeus is slutting it up. Asmodeus becomes interested in Maria for some reason and Leviathan challenges Asmodeus to a poledancing contest on the beach.
