Well yeah, he doesn't know what it was like to have a quirk for a long period of time and had to get over his own preconceptions and biases to learn how to make it work for him.

Giving a new quirk to someone who already has one means they already know how to deal with some of the stresses related to it. They will have their own biases and preconceptions but at the very least if that person's original quirk required a lot of body awareness they will have a much better time adapting to OfA because they will understand how to read the flow of power through their body better.
