Absolutely not. It's short, charmless, unfunny and unstylish. It's impossible to be invested in the characters or the story at large because of how much was cut, the majority of the better fights in Egypt (which was just where stands really started getting good were either cut completely (Mariah, Anubis, Alessi, Terence D'arby) or butchered (Vanilla Ice.)

There's a reason that the only time people post positive stuff about the OVA they post scenes from Jotaro vs DIO, that's the only good thing about it.

I wouldn't say it's SUPERIOR, but I LOVE the animation in the OVA. You can tell they put a lot of time and effort into the animation, which makes the action scenes for me even better. Although the story is somewhat butchered, the voice acting is somewhat poor, and the look isn't like the manga's, I think the OVA stands out to me more than the 2015 anime. I love both a ton, but the OVA sticks with me a bit more.

Because it doesn't get to the generic shonen story until the second volume. I'd argue the only really great points of Phantom Blood are young Jonathan up to the mansion fight with Dio and the ending. I really like Zeppeli but the story kind of pads itself until the second encounter with Dio
