The steam engine is relatively simple. If you paid attention during science class you should be able to create a simple version with enough trial and error. Creating one that efficient enough or the infrastructure to power it is hard part.

The author is probably trying to play off a trope to a comedic effect. The problem is, he doesn't know when to stop, so the jokes get repetitious to the point where it stopped being a joke and the author ran out of ideas.
