Speaking of encodes and all that junk. I busted out my Rurouni Kenshin DVD's that I had stored for a long time and compared it to the on that I downloaded from BakaBT.

Was there a different released after the Media Blaster/Anime Works DVD's? Are these probably an attempt to clean them up from the uploader?

I've searched the Googles and can't find information about other releases. I know there is a Sony/Animax and Media Blaster dub, but not much about other releases.

A lot of American releases look like ass because they have this idiotic idea that there should be zero grain possible.
They also tend to work on relatively low budgets, and are forced to cram as many episodes as possible on each disc. This means a lot of them get compressed horribly and often interlaced instead of progressive scan.

Also, a lot of old DVDs, both American and Jap, were made from Nth-generation DigiBeta tapes, rather than proper remasters.
DigiBeta and BetaMax tend to decay over time and their discoloration is why remastering started to be a thing on DVD and carried over with much more demand on BD.

Your right side looks like it was a newer, remastered DVD, while the left was digitized for DVD from an old Beta/DigiBeta tape.

I don't have any DVD rips to compare to, but this is from my old Lodoss DVDs from 2002.

Do keep in mind that the AnimEigo kickstarters for BubbleGum Crisis, Otaku no Video and Riding Bean were just for getting the BDs that already existed in Japan released in the US.
I've heard nothing about their BEING any GSC BDs to bring over.
Woodhead has been in contact with Sonoda who has drawn up new art for each release, like this one, as well as the Jap studios who made the content. So he may have a line in to whatever studio has the negatives, but I wouldn't put any money on it.
Still, the possibility is exciting.

ReinForce is the best video quality around, but it's just a raw. I keep it for screencaps and such.

Yeah, Japan intentionaly reduce the quality of western releases intentionaly to avoid reverse importantion. I suspect the more episodes per DVD is not only for reduced cost but intentionally to reduce bitrate and quality too. It is a known issue.

A proper encode should always prioritize a Japanese R2 DVD if one is available, but importing one such DVD now would be too difficult. Anything I can get my hands on I could do a better encode then what already exists.

Both are available for purchase on AnimEigo's website. For about 100 bucks each.
There is a BGC rip on Nyaa, but has no seeders. Looks to just be the Jap release.
This appears to be a rip of AnimEigo's ONV BD. But it shows only one seeder. Better than nothing I suppose.

I've read somewhere before that it actually was a real concern for licensers. DVDs with multi-region or even people watching DVD's on PC were a significant enough portion of customers that Japan was afraid of hurting their sales. Specially when both countries use NTSC. It could be just speculation tough.

Why would the Jap release be in 720? That doesn't make sense since they clearly remastered it.
But from the Kickstarter page:

Anime DVD video usually has lots of picture artifacts and needs treated with special filters to clean all that shit up and "improve" the quality.

What I wanted you to have done was just upload the untouched video from the DVD (tough to do that you needed to decrypt by using DVDfab like I suggested above).
