Status quo is a common trope in anime that authors love to use for many things, especially in harem genre. Since tsundere is the most frequently occurring characters seen in harem, they naturally get tangled up in an author's attempt to keep status until usually near the end.

But maintaining status quo does not necessarily mean reset. A reset requires starting from zero, but that is rarely true since even when status quo is employed the tsundere in question normally uses the feelings she gained during flag events as a way to further along her character development. It may be perceived as status quo from afar, but on a closer look it should add up and could very well make her a bit softer too, but of course not enough for her to cross the line yet. Equally as common is having a tsundere's character arc peak by using those very events as a way to look back to see how far she and the target of interest have developed a bond that paves the way for a romantic relationship.

With that said, an effective author would have some further character development even moving back to "status quo." Like maybe the Tsundere character gradually starts deicing, and even implied motions and movements show direction. Like maybe their nervous tick pops up more often, or they blush a little bit more.

If anything, the saturation has only increased since the 00's. Most especially true in manga, LNs, and VNs where writers come up with variations and little things to make them stand out among others. But this also means that saturation of other archetypes increased too so you don't always see tsundere everywhere as a result.
