he's far from the best but he's like halfway up there.

admittedly the entire schtick of his character is canonically that he helps to make everyone ELSE look awesome, of which he succeeds at.

Made in Heave doesn't effect anyone besides the ones Pucci specifically kills by striking them. So Giorno has no reason to fight him since he isn't attacking him and he isn't a threat to anyone else besides the guy who kill his dad and his shit daughter.
