Mama isn't a good guy or a bad guy, she's just a normal person that's stuck in this shitty situation along with the kids, and there's nothing she can really do about it aside from accept reality, so of course she's not happy about it, and of course she feels guilt about what she's doing, but if she tried to change anything she would just be killed, and the kids would all die anyway, so what else is there for her to do? The only plausible option would be to try and survive in this environment and at least play pretend with the kids and appreciate the minor joy she's afforded, which is the choice she made.

She obviously wants Emma to keep living, and the only way to do that is to become a Mama, but you can also read into their interaction as Mama not only trying to save Emma, but also to seek validation of her own choices by getting Emma to follow suit as well, which would reinforce Mama's choice to work within the system as the only valid method of survival and ease her sense of guilt over sending all these children to their deaths.

The whole story up until now is a tragedy, and either side winning means the death of the other, so no one is supposed to really feel good about it, but it's a matter of survival.
