It's mainly a matter of not having them time for them, and lacking sufficient enthusiasm to make the time. The problem with the volume scans for 3&4 is that doing them right would basically require retypesetting them from scratch.

I didn't typeset those chapters, so I don't have files with everything already split into layers. The available scanlations seems to be 959 x 1400, and the available volume scans 764 x 1200, so you can't just edit a translated magazine scan into a layer for the text and drop it on a volume scan. You'd need to resize one of the images, and I'd expect attempts at upscaling the volume images to kind of look like ass, and I'm skeptical all the text would make it through downsizing intact. That's not even considering that text can change between the magazine release and the volume release as they fix typos and such. I know they fixed the title of chapter 27 for example. Even if you were willing to accept text warped by downsizing, you'd probably have to redo any page that had something that needed to be retranslated due a correction for the volume, or for an old translation that's since been shown to be mistaken by context in later chapters. You'd also have to do the entire chapter, not just the decensored pages. Both to prevent image size from shifting back and forth in a chapter, and to be sure to get any art fixes besides the decensoring.

Given all that mess, it's likely easier just to retype the translation on the existing scans while checking for errors or changes, then just directly typesetting it on the volume scans. Not difficult, just time consuming. Things get easier with volume 5 when it comes out. That's where I start having chapters where I can drop the volume scan in existing work file, and even if it is smaller, it'd be trivial to rearrange the text and make corrections.
