Depends on the timing. If he said it right after announcing the new game he was probably referring to Index. Also, Miki and Index S3 has become something of a joke over in Japan too so whenever he mentions "S3" it's safe to say he's addressing the elephant in the room.

It did seem like he said it after everyone went apeshit over the game, since he said the crowd was shouting after the game announcement.

A PS4 game release to 2018 means, almost for me, that they need a big push for the game with a new season/the game is merch for the season incoming...

Kino last animated series was like 15 years ago... for me it's impossible that a random vidya for a "dead" franchise could be the climax of the event, and less if you think in having that announce before. If the possibility of Index III isn't real, that game could easily be announce in another moment... but now? two weeks before Anime Japan? Only for the hype.
