The only reason why I disliked episode 5 is because people in these threads were hyping it up as some huge dragon war and I retardedly believed them.

Episode 9 confirms that the world relied on magic in the past. The governement would be propping up an educational institute teaching kids just that. No one would be caring about legal ramifications, and as time went on and magic started to lose relevance it makes complete sense why now of all times something like a charter written in dragonese would matter.

The whole thematic purpose of the episode is that Akko and friends, and even Diana wouldn't let magic die that easily.

this single episode alone isn't what should confirm that, that's something that should be established by their general character and plot, not a one-shot

the purpose of the episode was clearly to draw a picture between jaded businessmen and ambitious preserverance of humanistic expression filled with dreams, which is kind of a tired cliche battle

and in terms of quality, the episode falls apart from start to finish with awkward dialogue and banter between akko and amanda, up to when we arrive at diana's denouement, coupled with an obligatory cringe closeup of akko's dreamfilled eyes
