Not a chance. It's nearly a miracle that Tezuka got the Animerama movies made and that was back when he was the biggest name in the industry; it still pretty much broke Mushi Production if I'm not mistaken. It's always been really difficult to make commercially unviable experimental works like that on a commercial standard of production, usually it only happens with shorts. In fact, the closest equivalent to that semi-commercial experimental work in modern times is probably Khara's Animator Expo that they fueled off of Rebuild dosh.
