Both Colds are probably the same in power with Frieza having an edge.

Well unless it was anime filler, back then they outright said Cold was stronger than Frieza. I always just assumed he would've been way stronger if he transformed but Trunks just iced the nigger before he had a chance to do it because he was every bit as arrogant as his son, and Trunks wasn't an idiot like Goku.
