Keep in mind, I'm not saying legs aren't "sexy" in Japan. There are definitely standards of sexy legs (long, slender, shapely, etc.).

What I'm saying is that it's very, very common (nigh expected) that girls be showing their legs at basically every point in their life. Toddlers show as much of their legs as high-class hookers. It's just the fashion there. It's not inherently sexual so it'd be kinda awkward if a show did it like that.

It'd be very clearly pandering to a non-Japanese demographic. Which, if you haven't heard, infuriates the Japanese otakus who actually pay for these shows.
