Do you see my problem already with this "empowered woman" meme? If a woman is empowered, it means the power comes from an outside source. She is permitted -by men- to be what she is. This is why it pisses me off when feminists speak about female empowerment. They basically mean "women are so weak, we should force men to pay more taxes [which they already de facto do] so we can make women stronger".
What we should celebrate are powerful women. Not women who are empowered by an outside source, those are just incompetent weaklings who benefit from the circumstances. What we should celebrate are powerful women, women who are either inherrently powerful (through their physical strength or talent) or have clawed their ways up the ranks to acquire power on equal footing with men.These powerful women also tend to hate feminists. Power is a relative concept, so it makes sense that you can't really have it with one point of reference. But the power comes from the individual, at least with powerful individuals. The source of the power is subjective you see, but power coming from the individual is a more effective point of view for the powerful, and the power coming from the milieu is a more effective point of view for the weak. Because if you are powerful, power coming from yourself allows you to take a more active stance and wield your power. If you are weak, power coming from society both softens your perception of you being weak (it's not that I am bad, it's societys fault) and allows you to attack the more powerful individuals(you are not good, it's merely society that has placed you in that position, and we may change it if we wish). It's probably healthy behavior for both of them, so you cannot really blame the weak people for having that position, if anything I am the one that could be faulted for my view, since I hold the views of the first with the strength of the second.
But personal power is a form of energy, and energy wants to radiate outwards, not being confined to itself, which is why the powerful eventually seek to change society, even if they are desert saints who only let their power directly flow into a few disciples. However, Tyrants on the other hand, often seek the appearance of power, where they take everything without giving back, but they will leave nothing but the memory of disdain when they are gone. Such power is mostly just a whim of the social structure, like you say (although of course a tyrant needs certain skills to maintain his position, which is a form of power. Even the weak have powers.).
