If you the the opportunity to amass wealth (eg. burning down a castle, killing those in your way, and hoarding the castles stores of wealth) you will be wealthy. If you decide to squander your opportunity and be a lay-about dragon who's only concerned with having sex with a human woman in another universe, you're going to live in squalor.

Killing them, naturally. A dragon with no home will have no gold so will seek to steal resources from hard working humans. So you have to kill them to protect them from themselves and humanity.
Kanna doesn't literally charge herself from the power grid, she just uses the electricity as a catalyst so that she can draw upon the world's impure mana. Considering the amount of energy she can put out, she would have at the very least broken the fuse if she was simply taking it in.
She probably doesn't use that much energy since she started living (mostly) as an ordinary schoolgirl. She is almost never in dragon form.
Tohru can cast a spell that makes her undetectable. Not invisible, undetectable, so there's a good chance you can't be aware of her even if she is beeping on a radar. I'm not sure what's the answer to that other than nuking the whole area.
