well then it will be the SL who invade. it doesn't matter how the plot plays out, you gotta look at it in terms of overall narrative and themes. isayama is introducing this new set of characters for a reason, and that reason is most probably because they'll interact with the sl. at the same time, zeke and reiner have incomplete character arcs so they need to be addressed. the last arc will probably involve all 3 groups and be a huge clusterfuck. it doesn't matter what the specific reason that brings these characters together is, only that something does.

When Isayama kills people he never tries to make it meaningful, on purpose, because that's the way reality is, people die more often than not for no reason. He leaves the struggle of finding meaning in characters death to his characters.
But even so I understand why you'd be butthurt. Many storytellers theorize that stories are so popular because, unlike real life, there is a meaning in the effort and suffering the characters go through their journey. Knowing a positive transformation, a better situation, or as you put it, a resolution to the character arc, is at the end of it all helps the audience find meaning in their own lives when they're done with the story.
