Depends on the scene. If it's an action scene I prefer they'll prioritize fluidity but if they're just sitting around chatting then there's no reason the characters shouldn't look perfect.

It's not so much about fluidity in terms of the sheer number of drawings nor is it about on-model in the sense of sticking strictly to the model sheet if you ask me. What's important is expressive drawings in terms of faces and posing, combined with movement that creates the illusion of life. It's okay to not follow the model sheets all the time.

That would be nice but crushingly tight schedules and a lack of talent prevents that from happening. At least we've been getting some great animator-driven TV shows in recent years even if they are few.

Good animation: You know what the fuck is going on and movement has a purpose.

Bad animation: It's hard to tell what's happening and movement has no purpose.

different rules, dumbass. 3D animation teams get stuck with perfectly on-model scenes by default because of the nature of 3D models so they're actually encouraged to find ways to distort the animation to promote fluidity.

2D animators have to struggle to stay on-model while animating to the point where it becomes a discipline all on its own and must decide beforehand whether an animation must require distortion to further drive an action.

The difference between a good and bad animation in the context to OP is say whether a character swings a baseball bat without distortion so everything is on-model 100% of the time or the same character swings the baseball bat with distortion to further drive his action of swinging said bat. Obviously whether this is good or bad depends on the context of the situation, and whether the animators intended to show that the swing of the bat was intense or some shit.

and of fucking course it's bad if you can't tell what's going on in the animation, that's common fucking sense.
