While he is a skilled summoners, there are other summoners who are better than him. Maybe normal isn't the right term, but he wasn't exactly super special outside of having a relationship with the WQ. It's WQ that makes him not normal, but take that away and he's just a high level summoner who uses experience and tactics to win, much like a normal summoner.

Well, I'll give you that at least. That detail was given in the first volume. So he's more than just skilled, but almost a genius, but still not the best summoner. He's more specialized, sorta like Tatsuya. But keep in mind he only used that method because he wanted to be with the WQ. If he didn't know her back then, there wouldn't be a need for it. Why does Kamachi feel the need to not let there be a lot of couples in this series? It's almost like no matter the age or the characters, they're single even if they're teachers. You need to go back and reread I think, summoners who were better than him didn't even show up until volume 5 and he never went against them until volume 6. Also he's the exact opposite of specialized, his raw skill allows him to adapt to unexpected situations and completely destroy gimmicky summoners like Golden Luxury and Telomere's End. From volume 1 he was referred to as the strongest summoner for a reason.
Also on the subject of the summoning methods outside the blood sign method, volume 2 brought up how he was versed in more than just the Sewn Realm since he also knew about the World's End method as well. It was specifically stated he was genius enough to see the flaws in a method long before it was ever even used.
On the subject of his relationship with the Queen, it depends on which theory you believe.Js06 mentioned that the summoning system's order for vowels being different than the order for normal English (aiueo instead of aeiuo) might be relevant since it's also the order for Aniue (though it's also just the order the Japanese have it.) That lends to the theory that he was born to be the Queen's counterpart, be it lover or destroyer.

But there are other ace summoners out there besides. Some we've seen are around his level. At that point, we still know that he isn't the best there is despite the titles and awards he had due to his feats with the WQ.

I didn't mean his abilities are limited, I mean that he his desire and exceptional skills that wanted the WQ led him to devise the Sewn summoning that he successfully managed in the past. He's an expert of that method, so he can best other summoners who try to use their shoddy version of it. But even without, he's skilled at exploiting and manipulating summon fields. Also, I don't see him being called the strongest summoner. in the first volume anywhere. WQ was repeatedly stated strongest and explained why that's the case though. Any summoner could be the strongest if they summoned her. Strongest in the sense WQ means victory is certain beyond doubt.

I don't keep up with theories or talk much for Blood Sign. I really only read it out of interest since it's one of Kamachi's works. Although I was curious about the WQ since she I saw her get dropped in powerlevel talks a few times. Honestly, reading it is kinda tiring for me. Index is easier and less stressing due to less terminologies and rules to follow. It's not as bad as Mahouka, though.

I know that line and it could be interpreted in several ways and not necessarily strongest summoner. For WQ, it's a fact and we know why she's strongest. But for Kyousuke, it could be referring to as a person, human, lover, etc, but not summoner. Makes more sense now since we've seen him get beaten in volume 6 by a stronger summoner using the WQ, the same WQ who has beaten him twice now.

No, not strength, but WQ's strength is true and represents power. Any summoner who could summoner her at the time could be seen as strongest for the time WQ is out and about because it means certain victory...ifs he's pleased and entertained anyways.

I won't say he's a normal as in average summoner if WQ was never in his life then, but normal ace summoner who would be very skilled at least. if not. let's agree to disagree since I myself am tired.
