It's explained that ssjblue isn't meant to be something that's turned on and off repeatedly like regular ssj can do. In the manga, Vegeta lost to Hit because he tried going blue again resulting in a significant decrease in power gained from that form.
As for kaioken, it's because using that one also harms the body for as many multipliers being used in return for the increase in power just like how ssj3 does but on a far worse ratio. For long term use it's more efficient to use ssj and after Cell Games using ssj for Goku is like him putting on new jordans at this point.

Just kinda confuses me that it's fine to use Kaio-Ken while in blue, but not okay when regular. Makes it seem like SSB is the more calm/controlled form, yet now they're saying it's more taxing?

Going Blue uses an incredible amount of stamina to transform. Going SSJ1 is far less taxing and easier to do, though it lacks perfect ki control.

The opponents were so shit goku didn't need blue to destroy them. Remember, they are the lowest mortal level. If the opponent turned out to be stronger he would. Not a plot hole

They always fight gradually to test their enemies, Goku points every fucking minutes how he wants to fight strong opponents and have fun, he almost never wants to power up inmediatly

No reason to use it, it drains way too much energy and exhausts your body too fast, remember he was only able to use it a few times against Vegeta, then could barely do shit for the rest of the match, SSJ1 is just better, more efficient, but SSJ1 and Kaioken couldn't be mixed because they'd destroy the user's body, so only option was just choose the best, which is SSJ

SSB is SSJ but in God mode, remember they are gods now, which is an excuse to make them be able to fight Gods(Beerus movie/saga) and other other-worldly opponents

SSJ still puts severe strain on the body. Goku's ROSAT training only had him build up extended tolerance for it. That presumably allowed him to actually train in that form rather than the limited time SSJ would normally allow.

The problem with the technique was that it did a SHITLOAD of near fatal damage if you even SLIGHTLY miscalculated while using it.
Even using it correctly wrecks your shit.

The SSJ form was the functional equivalent of a 50x kaioken without your body fucking exploding.
