Just criminalize any such activities (make creating AI without license a capital punishment etc), and limit the tools available to do so, like how we deal with counterfeit currencies. People will still do it, but no big harm will be possible.

Also, if it is a fair system, normal folks won't trying to revolt, it will be the minority i.e. the bad apples who is trying to bring down or manipulate the system, focusing on managing them shouldn't be a problem if the AI is powerful enough.

Automated government, due to how malleable it can be compare to human with personality, does not always have to be totalitarian. It should govern the nations, but should take into account of the will of the people. For now we are thinking from a human perspective, i.e. the AI want to be an eternal overlord over the humans. What if we programmed the AI so that its priority is to preserve humanity itself, of course it would be a complex matter but I believe there should be enough computation power for that in the future. Shouldn't the AI dismantle itself and reinstate human rule if it deem itself a harm to the humanity as a whole?

Lets just have a recap of the whole argument. I think AI or AI assisted governing is not bad, but its not an omnipotent machine that can do no wrong.

Unless the AI is so advanced that it considers people to be equivalent of microbes, it will be threathened by humans natural instincts of subverting the system for their own benefit.

To preserve itself, the AI government would either have to prevent humans from becoming a threat to itself, or have so little power over humanity that its not considered worth a bother to gain control over, maintaining the most ancap-like state that is still somewhat governed.
