Not really. Originally yugioh was just supposed to be about various different games (gambling, ice hockey, ect). The card game effectively started out as war where each play would just summon a monster and attack (spells and traps didn't exist and you didn't need to tribute.) For some reason this card game became more popular than the rest of the games so it became the focal point of the show. Once it became the focal point of the show and people started wanting print versions of the cards they had to create rules.
