Nobody because Mr. Bean is a uniquely British thing and would just get butchered to hell and back if attempted by a different culture with different standards of humor, just like how any Japanese anime adapted to a Hollywood movie would be a shitfest.

Adapting Mr. Bean is a terrible idea, as shown by the cartoon. Most of the humor comes from seeing an actual person act like that, when it's animated the gags lose most of their impact.
