He's a loan shark so I would say yes but he doesn't enjoy using violence or scaring people shitless without a good reason and he's chill if you keep in line. The most scary thing about him would be his unshakable calm.

By that I meant the clients brought their misfortunes upon themselves, Ushijima take advatange of those that are stupid enough to go to a loan shark and worst case scenario he's sends them off working in some cave or to a brothel until they've cleared their debt.

Well, the thing is that sometimes people don't go by their own volition to Ushijima (like the taxi driver guy).
There are some good endings too by the way, it doesn't even always end with depressing stuff or ''clear you debt in soapland, bitch''.
